Lowell was a low ranking asset handler for Operation Treadstone and a minor antagonist. He appeared in the Treadstone TV series.

The Berlin Proposal

As Doug McKenna's handler, Lowell was sent by Leo Biller to collect Doug for reprogramming after he failed his job to kill Patty Vernon. He hung around Cloonie's Bar in Huntington, West Virginia, where Doug was original sent, in order to track Doug down. Eventually Doug arrived at the bar and Lowell observed his behavior. After determining that Doug still needed reprogramming, Lowell departed.

Lowell waited at Doug's residence in Ashland, Kentucky for him to arrive. When Doug was alone, Lowell revealed himself to Doug and demanded that he leave with him for reprogramming, threatening "cleanup protocol" if he refused to comply. Doug refused, so Lowell went for his gun, prompting Doug to close to grappling range to disarm him.

The two fought, Doug with a poker and Lowell with a chess board, until they both disarmed each other. Lowell then slammed Doug on the ground twice, put him in a hold, and put his gun against his head. As he spoke with Doug to try to get him to remember that he should be complying, Samantha McKenna arrived with her own gun. Lowell recognized and tried to speak with her as well, but once again a Treadstone agent refused to comply with him: Samantha shot and killed him.

Samantha and Doug then dismembered Lowell's corpse and buried it in the woods.
